Gaza Herald_ Israel is moving to replicate the “pilot areas” framework implemented in southern Lebanon and superimpose it onto the Gaza Strip. The strategy aims to delegate ground security and civilian administration to international forces while maintaining complete Israeli military hegemony and intelligence surveillance from designated buffer zones.
According to a report published Friday by the Israeli outlet Yedioth Ahronoth, Prime Minister Benjamin Netanyahu and Defense Minister Israel Katz instructed the Israeli military to prepare a formal operational plan to execute the model. The directive followed Netanyahu’s tour of a military site along the “Yellow Line” inside Gaza on Wednesday, where he explicitly confirmed Israel’s intention to maintain permanent military control.
Delegating Ground Control Without Military Withdrawal
Prepared in direct coordination with the United States, the proposal mirrors mechanisms deployed in southern Lebanon. Specific zones outside the “Yellow Line” inside Gaza would be designated for international forces to enter, clear armed infrastructure, and establish local administrative bodies aimed at blocking Palestinian resistance groups from returning.
Under the proposed framework, an international presence does not signal an Israeli military retreat. Instead, the Israeli military intends to withdraw direct ground patrols from selected pockets while enforcing total oversight through constant surveillance, intelligence gathering, and air superiority, retaining the authority to intervene at will.
Unlike an earlier July vote by Israel’s security cabinet regarding a limited humanitarian trial in Rafah, this expanded directive explicitly tasks international stabilization forces with active counterinsurgency operations and security enforcement.
Permanent Presence Along the ‘Yellow Line’
Applying the model in Gaza presents severe structural hurdles, given the total absence of an agreed-upon governing body to manage civilian affairs amidst ongoing destruction. Despite these complications, the plan underscores Israel’s strategy to institutionalize long-term occupation while offloading day-to-day administrative burdens onto international entities.
During his Wednesday tour inside Gaza, Netanyahu boasted in a video published to his Telegram channel about the vast scope of destruction and territorial dominance achieved by the military. Pointing toward Israeli settlements across the border, Netanyahu noted that the systematic flattening of Palestinian civilian infrastructure has provided the Israeli military with an unobstructed line of sight across the Strip.
“We are staying on this line,” Netanyahu declared, confirming that Israel currently controls approximately 60 percent of the Gaza Strip and intends to preserve the “Yellow Line” as a permanent military foothold.
The strategy represents a clear blueprint for entrenched occupation, using international troops as a buffer behind which Israeli military and intelligence control over the Gaza Strip is permanently cemented.
