Gaza Herald _In the last few hours, Israel has been pushing a new plan to set up so-called “humanitarian shelters” in Rafah, an area it fully controls. No one knows who will actually run these centers on the ground, but they’re being placed under an entity called the “Peace Board.”
On paper, it’s being sold as a humanitarian step tied to Trump’s plan to “end the genocide.” In reality, the leaked details tell a different story. Entry into these centers is based on selective, political screening. There’s no mention of the armed militias Israel created and deployed across eastern Gaza. The whole thing looks less like protection and more like a blueprint to split Gaza by geography and population.
What’s Actually Being Planned
Israel Hayom reported Tuesday, citing unnamed sources, that the “Peace Board” will start a pilot project within weeks. It would manage shelters in parts of Gaza that Israel claims are “outside Hamas control.”
The first site would be Tel al-Sultan, near Rafah. Civilians would only be allowed in if they’re “unarmed and have no links to Hamas.” That’s a vague, dangerous standard that lets the occupation sort, label, and exclude Palestinians at will.
Inside, guards with “non-lethal” weapons would police people, while the Israeli military keeps full control over the so-called “Yellow Line” ,a border Israel drew by itself deep inside Gaza, now covering over 70% of the Strip.
Two Gazas: One Cage, One Battlefield
The result is a two-tier map. Small, disarmed “shelter zones” under fake international oversight. And a much bigger area where Israel maintains total military control with no plan to leave.
The reports don’t say who gets to decide who’s “unarmed” vs “armed,” or what stops that label from being used to block families from food and medical aid. Israel Hayom, itself admitted the goal is to “gradually break Hamas’s hold” over Gaza , proving this isn’t about aid. It’s about politics and military control.
The “Green City” Plan Is Back
This isn’t new. In January, Euro-Med Human Rights Monitor exposed an Israeli-U.S. deal to build a “Green City” in Rafah to house Palestinians who’ve been living in torn tents for nearly 1,000 days.
Euro-Med warned the plan would force Palestinians out of their homes and turn large parts of Gaza into closed military zones under Israeli command. Contractors were already clearing rubble and leveling land in the area, all of it under Israeli control.
Euro-Med called it another failed attempt to deal with Israel’s genocide. Instead of saving lives, it’s about demographic engineering: forcing displacement, imposing control and humiliation, and avoiding real solutions for civilians.
The group warned that “Green City” would lock Palestinians into military-run ghettos, erase Rafah, and deny people the right to return home. That would permanently alter Gaza’s map and population.
By law, it’s a textbook case of forced transfer, unlawful detention, collective punishment, and destruction of property. It also violates the rights of the dead, because Israel is bulldozing rubble before bodies can be recovered or identified — destroying evidence of its crimes.
In short, these “shelters” are a way to make genocide permanent. Israel would wipe out Rafah, block return, push people into a walled, militarized zone with permits and checkpoints, and control food, water, medicine, fuel, and movement. It creates total dependence on aid that Israel or its proxy gangs control.
The “Peace Board” Mandate vs Reality
The “Peace Board” claims its authority from UN Security Council Resolution 2803, Nov 2025, which authorized an international force to help run Gaza after Trump announced it in Jan 2026. The idea was: Israel withdraws, a Palestinian committee takes over daily life.
That’s not what’s happening. The first international convoys are staging at “Endurance” in southern occupied Palestine to deploy around Rafah , but only inside Israel’s “Yellow Line,” not instead of it. So foreign troops are coordinating with the occupation inside a small pocket, while Israel keeps control of most of Gaza.
There’s also no plan to deal with the armed militias Israel built and armed in areas it controls. Rights groups have documented how these gangs make aid delivery unsafe and attack civilians.
Who Decides Who Lives?
The leaked Israeli plan, the UN mandate, and the “Green City” all avoid one question: Who gets to decide which Palestinians deserve safety and aid, and based on what?
With an Israeli-drawn “Yellow Line,” secret security screening for “shelters,” and armed proxies on the ground, Gaza is being carved into zones with different rights. “Humanitarian shelter” is being weaponized to redraw Gaza’s people and land to serve Israel’s agenda.
