Hamas Announces Key Understandings with Mediators on Gaza Peace Framework

Gaza Herald – Hamas says it has reached significant understandings with regional mediators on implementing a proposed peace framework for Gaza, following a week of intensive consultations with Palestinian factions and international mediators.

Speaking on Monday, Hamas spokesperson Hazem Qassem stated that discussions with Qatar, Egypt, and Turkey focused on completing the first phase of the agreement’s implementation while developing mechanisms for a second phase to stabilize conditions in the Gaza Strip.

According to Qassem, the talks addressed several sensitive issues, including the transfer of governance responsibilities to the proposed National Committee for Gaza Administration, which is expected to oversee civilian affairs and public administration. Discussions also touched on security arrangements and broader questions related to the future governance structure of the territory.

The understandings emerged after extensive consultations among Palestinian factions that participated in meetings held in Cairo. Qassem said mediators viewed the factions’ responses positively and considered them a constructive foundation for advancing toward a broader agreement.

He stressed that responsibility now lies with the mediators, as well as the international parties sponsoring the peace initiative, to ensure progress in the process and to push for adherence to agreed-upon commitments.

Qassem also criticized proposals reportedly presented by international envoy Nikolay Mladenov, arguing that some of the ideas discussed during recent meetings did not align with understandings previously reached between Palestinian factions and mediating countries. He said that these differences complicated efforts to finalize an agreement.

Despite the challenges, Palestinian factions continue consultations aimed at developing a unified position on the various proposals under discussion. Hamas says the primary objective remains ending the Israeli genocide, alleviating humanitarian suffering, facilitating relief efforts, and creating conditions for reconstruction and long-term stability in Gaza.
