The surge in rhetoric follows National Security Minister Itamar Ben-Gvir’s disclosure of a detailed plan to force nearly 1.86 million Palestinians out of Gaza over seven years, alongside Defense Minister Israel Katz’s admission that a “fully prepared plan” for population transfer is awaiting a green light from Washington.
Katz’s Admission: A Ready Plan Awaiting U.S. Approval
During a press conference on Wednesday, September 2, 2026, Israel Katz claimed that the ultimate “solution” for Gaza requires removing vast numbers of its native population “by land, sea, and air.” Katz disclosed that while the initiative was temporarily frozen by U.S. President Donald Trump, it “remains on the table,” adding that the Israeli government is fully organized and prepared to execute the mass expulsion through any means necessary as soon as destination countries are secured.
According to the Palestinian Centre for Human Rights (PCHR), Katz’s statements constitute an official confession from the highest levels of Israeli decision-making regarding their intent to forcibly displace Palestinians. The PCHR emphasized that these revelations expose how internationally promoted “ceasefire talks” and U.S. peace proposals serve as mere political cover for a parallel drive to ethnically cleanse the enclave.
Ben-Gvir’s “Disengagement 710” Plan
Just one day after Katz’s remarks, far-right National Security Minister Itamar Ben-Gvir unveiled the details of an expansive plan crafted over the past 18 months, titled “Disengagement 710”, a blueprint framed under the guise of “voluntary migration.”
According to Israeli media leaks, Ben-Gvir’s plan targets the removal of:
250,000 Palestinians within the first year of implementation.
1.11 million Palestinians within three years.
Nearly 1.86 million Palestinians within seven years, representing over 80 percent of Gaza’s population of 2.2 million.
The strategy rests on 12 key principles, including securing destination countries, issuing visas, funding transit and initial housing, offering vocational training, and providing financial stipends for up to 24 months. To execute the scheme, Ben-Gvir is demanding the creation of an independent “Ministry for Voluntary Migration” backed by a dedicated minister, director-general, international negotiation team, and a starting budget of 10 billion NIS ($3.1 billion), with total projected funding reaching 50 billion NIS ($15.6 billion).
Ben-Gvir openly described his vision of seeing buses, planes, and convoys driving Palestinians out of Gaza, framing the plan as a core demand for his party’s participation in any future Israeli governing coalition.
Military Reality: Seizing Land and Redrawing Geography
These administrative plans align directly with realities on the ground. During a military foray inside Gaza, Prime Minister Benjamin Netanyahu boasted that Israeli forces now occupy roughly 60 percent of the Gaza Strip and declared that they will not withdraw.
Human rights experts emphasize that combining Katz’s statements on population expulsion with Netanyahu’s de facto land grabs reveals a clear scheme to geographically and demographically re-engineer Gaza, obliterating any commitments regarding troop withdrawals or genuine reconstruction.

Statistics from human rights organizations highlight the devastating human toll: official records document at least 73,470 Palestinians killed and 174,540 wounded—meaning roughly 12 percent of Gaza’s population (one in every nine people) has been killed or injured in less than three years.
With more than 80 percent of all buildings in Gaza damaged or destroyed, no meaningful reconstruction has begun due to severe Israeli restrictions on building materials. Over 2.2 million Palestinians remain forcibly confined to just 30 percent of Gaza’s total land mass, while humanitarian aid and UNRWA operations face systematic obstruction.
