Gaza Herald _Ghazi Hamad, a member of the negotiating delegation of the Hamas Movement, said the movement will not implement any measures related to limiting or storing weapons before the Israeli occupation withdraws from the Gaza Strip. He stressed that any commitment by Hamas remains contingent upon the occupation fulfilling its obligations under the agreement.
Speaking to Al Jazeera, Hamad described the negotiations in Cairo as “difficult and tough,” saying the Hamas delegation worked to reach the best possible formula while maintaining the movement’s commitment to its national objectives and the rights of the Palestinian people.
He emphasized that the issue of weapons is linked to other key files, foremost among them the Israeli withdrawal from the Gaza Strip and reconstruction. He added that the Israeli occupation will not be a party to the process of limiting or storing weapons, stating that the Palestinian National Committee will be responsible for overseeing the matter.
Hamad praised the efforts made by Egypt, Qatar, and Türkiye, expressing his gratitude to the three countries for their role in reaching the agreement.
A senior Hamas source also revealed that, during the transitional period, the agreement stipulates that employees whose service ends or who are referred to retirement will receive all of their legal entitlements in accordance with Palestinian law.
He added that the Gaza Administration Committee will conduct a comprehensive review of the financial and administrative situation in the Gaza Strip, work to protect and recover public resources and assets with international support, and assess legitimate obligations to suppliers and contractors, with the total not exceeding $400 million. These measures will be implemented gradually over three years according to the priorities set by the committee.
The latest round of meetings began last Wednesday in Egypt’s New Alamein City, bringing together the Hamas negotiating delegation and Egyptian officials led by General Intelligence Service Chief Hassan Rashad, with the participation of mediators from Qatar and Türkiye, to discuss moving forward with the implementation of the second phase of the agreement.
The meetings follow earlier talks that began in Cairo on June 6, involving Palestinian factions and mediators from Egypt, Qatar, and Türkiye, to discuss mechanisms for transitioning to the second phase of the plan and addressing outstanding issues.
