Hazem Qassem: Hamas’ Decision to Transfer Governance to a Technocratic Authority Is Final

Gaza Herald_ Hamas has announced that it has formally instructed all governmental bodies and public institutions in Gaza to begin preparations for the full transfer of administrative responsibilities to an independent Palestinian technocratic authority.

In a televised statement on Sunday, Hamas spokesperson Hazem Qassem said the move comes in response to U.S. President Donald Trump’s announcement regarding the formation of a Peace Council in the Gaza Strip. Qassem stated that the movement has directed all relevant institutions to be fully ready to hand over all sectors and duties to the proposed authority.

He emphasized that the decision is definitive and irreversible, noting that Hamas has issued clear instructions to facilitate the transition process and ensure the effective functioning of the technocratic body. According to Qassem, the move reflects what he described as the highest Palestinian national interest and forms part of the framework that led to the cessation of the war in Gaza, as agreed during talks held in Sharm el-Sheikh.

Qassem also recalled that Palestinian factions had previously reached a consensus during a meeting in Cairo on 24 October last year, agreeing to transfer the administration of Gaza to a temporary Palestinian committee made up of independent figures and experts from within the Strip.

He added that the factions had simultaneously called for the development of a unified national vision to revive and reform the Palestine Liberation Organization, reaffirming its role as the sole legitimate representative of the Palestinian people and strengthening its leadership role in the next phase.
