The Mladenov Framework, proposed by international envoy Nickolay Mladenov, outlines a phased roadmap for implementing the Gaza ceasefire through reciprocal and verified steps. The plan links progress by each side to corresponding obligations by the other, with implementation monitored by an independent verification mechanism to ensure compliance.
The roadmap begins with the full implementation of existing ceasefire commitments, including halting military operations, facilitating humanitarian aid, reopening crossings, and improving living conditions in Gaza before advancing to subsequent political and security phases. Supporters describe the framework as an effort to restore stability and create conditions for reconstruction, while negotiations over its implementation have remained difficult.
