The administration of the Al-Juweida Correctional and Rehabilitation Center has actively prevented Jabr’s family from providing him with life-sustaining medication required for severe chronic conditions, including heart disease and diabetes.
Jabr, who has endured more than three years of arbitrary political imprisonment across various correctional facilities, faces an escalating medical emergency. The withheld medications were directly prescribed by the medical staff at Al-Juweida’s own internal clinic. Official arrangements had been explicitly established with the relevant authorities to permit his family to bring these life-saving drugs into the facility, precisely because the center’s clinic lacks the necessary supply to treat his complex medical needs.
According to precise documentation received by the Defense Committee, prison authorities arbitrarily reversed this critical agreement. This punitive decision completely ignores the immediate, severe risks that withholding prescribed cardiac and diabetes treatment poses to Jabr’s health, physical integrity, and life. Depriving a heart patient of essential medication is not merely administrative oversight; it is a direct threat to human life.
The Defense Committee unequivocally condemns this deliberate act of medical neglect. Access to necessary health care and life-saving medication is a fundamental human right, not a conditional privilege to be granted, suspended, or weaponized by prison authorities to punish those who stand in solidarity with Palestine. State authorities bear full, unalienable legal obligations to safeguard the health and well-being of every individual in their custody.
Under Jordan’s Correctional and Rehabilitation Centers Law, competent state authorities are legally mandated to provide prisoners with full healthcare and appropriate medical treatment. Furthermore, the United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules) unequivocally affirm that all prisoners are entitled to a standard of healthcare comparable to that available in the outside community, requiring strict continuity of care for chronic conditions.
Denying a person deprived of liberty access to essential, medically prescribed treatment, and actively obstructing access to life-preserving care, violates fundamental human rights frameworks. Depending on its duration and medical consequences, this conduct amounts to cruel, inhuman, and degrading treatment, which is strictly prohibited under Article 7 of the International Covenant on Civil and Political Rights (ICCPR) and the UN Convention Against Torture.
The Defense Committee hereby demands
Immediate Access to Medication: The instant removal of all administrative and security obstacles to ensure that Ibrahim Jabr receives his complete, prescribed heart and diabetes medications without further life-threatening delay.
Independent Investigation: An immediate, impartial inquiry into this decision, with full legal accountability for the specific officials responsible for placing a political prisoner’s life in danger.
Protection Against Discrimination
An absolute end to systemic, discriminatory measures directed against detainees held in cases related to supporting the Palestinian resistance, ensuring their rights are fully protected under domestic law.
Full Inclusion in Amnesty Laws: A renewed call upon the executive and legislative bodies to include all political prisoners and detainees held for supporting Palestinian resistance in any future general amnesty legislation.
The committee warns that if this illegal denial persists, it reserves the right to initiate formal legal proceedings against every individual involved before both domestic judicial bodies and international human rights tribunals.
